{"id":22805,"date":"2016-12-21T00:00:00","date_gmt":"2016-12-20T21:00:00","guid":{"rendered":"https:\/\/www.sulcci.com\/ar\/101007564\/"},"modified":"2016-12-21T00:00:00","modified_gmt":"2016-12-20T21:00:00","slug":"jmare-7564","status":"publish","type":"post","link":"https:\/\/www.sulcci.com\/jmare-7564\/","title":{"rendered":"Unemployment among Graduated Students in KRG"},"content":{"rendered":"<p class=\"MsoNormal\" style=\"text-align:justify\">\n\t<\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" align=\"center\" style=\"text-align:center;line-height:200%\"><span style=\"font-family:\"Times New Roman\",\"serif\";mso-bidi-font-weight:bold\">Unemployment<br \/>\namong Graduated Students in KRG<br \/>\n\t\t<o_p><\/o_p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">The situation of unemployability in both public<br \/>\nsector and private sector is obvious problem in Kurdistan, and many people lost<br \/>\ntheir jobs from 2014 and 2016. Even though the KRG does not fire employees from<br \/>\nits governmental departments, nor does it hire any individuals, especially<br \/>\ngraduate students in its departments. The number of graduate students increases<br \/>\nexponentially each year because there are many students who graduate from<br \/>\npublic universities. The data and statistics illustrate that the problem is<br \/>\ngetting worse. Plus, thousands of students graduate each year, and they are not<br \/>\ncertain what the KRG will do regarding their future. In order to solve this<br \/>\nunemployability issue, we have to construct several alternatives and analyze<br \/>\neach one of them so that we could choose the best possible solution for this<br \/>\npolicy problem. The selection method will be based on several criteria and the<br \/>\nconsequences the alternatives bring to all the stakeholders<br \/>\n\t\t<o_p><\/o_p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">The first alternative would be <i>status quo<\/i>,<br \/>\nwhich is doing nothing and leave the situation as it is right now. Those<br \/>\nthousands of unemployed students have been suffering because of what the<br \/>\ncurrent policy that KRG has been working on. And obviously, this public policy<br \/>\nhas not done any good so that graduated students could achieve a satisfactory<br \/>\nlife for themselves. From time to time, a lot of graduated students have<br \/>\ndemonstrated in front of the government buildings and tried to make chaotic<br \/>\nsituations against the government and the policy it has implemented. Therefore,<br \/>\nif this government does not do something different regarding this issue, the<br \/>\nsituation will be out of the control, hundreds of thousands will be jobless in<br \/>\nKurdistan. This alternative will not have any positive short or long-term<br \/>\neffect on the situation.<br \/>\n\t\t<o_p><\/o_p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">Another alternative that government could probably<br \/>\nimplement will be hiring all the graduate students in all governmental<br \/>\ndepartments without any discrimination. One could argue that this way will at<br \/>\nleast lead to cool down the situation, and unemployed students will not protest<br \/>\nagainst the government until another suitable solution is found in the near<br \/>\nfuture. Of course there will be at least two major problems with this<br \/>\nalternative. First of all, the government cannot have that amount of money to<br \/>\nspend on salary. KRG is already suffering because it does not have enough money<br \/>\nto its current employees at this time. The second issue with implementing this<br \/>\nalternative is that the governmental departments have surplus of employees;<br \/>\nthousands of employees have been hired already, and they do not have any role<br \/>\nin progressing the governments\u2019 duties and responsibilities. The governments\u2019<br \/>\ndepartments are already running out of space for their current employees who<br \/>\nhave no or a little duties in those departments.<br \/>\n\t\t<o_p><\/o_p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">Another alternative will be the government could<br \/>\nmotivate private sectors to do business in Kurdistan and bring foreign<br \/>\ncompanies so that they can invest their capitals in this region. Although<br \/>\nKurdistan\u2019s borders are not politically and militarily safe, security situation<br \/>\nin all the three cities in Kurdistan is stable, and KRG is doing well in<br \/>\npreventing its territories from attacking by ISIS or other enemies with the<br \/>\nhelp of those countries that are fighting ISIS. Therefore, KRG can be more<br \/>\nprotective and assure other foreign companies to build facility production<br \/>\ninside this region. If other giant international companies\u2019 security is<br \/>\nguaranteed, they will have incentives to work in KRG. Once they build their<br \/>\nproduction facilities, they will be in need for employees to mange and work<br \/>\nconsistently. Consequently, those companies will start hiring a big portion of<br \/>\nunemployed students who are seeking jobs from the government. It is true that<br \/>\nmost of the students are not eligible to get jobs in those international<br \/>\norganizations; however, most of those organizations have training sessions for<br \/>\ntheir new employees in order to make them productive. Also, there are a lot of<br \/>\ngraduated students who are capable of working in those organizations and<br \/>\ncompanies without too much effort which is meant to be put by those companies<br \/>\nto make them qualified.<br \/>\n\t\t<o_p><\/o_p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify\"><span style=\"font-family:\"Times New Roman\",\"serif\"; mso-bidi-font-weight:bold\">If we take the last alternative into consideration,<br \/>\nit will be the most efficient one among the others because it will have more<br \/>\npositive effects on the problem in every each one of those three criteria. If<br \/>\nthe private sector does its job in KRG and the government implements those<br \/>\nregulations in favor of facilitating the private companies, the unempl<a name=\"_GoBack\"><\/a>oyment rate will decrease dramatically.
